Plurilock and ADGA Partner on Canadian Defence Cybersecurity Certification

Plurilock Security Inc. (TSXV: PLUR) (OTCQB: PLCKF) has signed a two-year collaboration agreement with ADGA Group Consultants to support Canadian defence suppliers preparing for new cybersecurity requirements.

Under the non-exclusive agreement, the companies will assist organizations pursuing certification through the Canadian Program for Cyber Security Certification, or CPCSC.

Plurilock will provide Level 2 readiness services through its Critical Services division. Its role will include gap assessments, evidence collection and assessment reporting intended to help defence suppliers prepare for certification.

ADGA intends to establish and operate an independent Level 2 certification body, subject to obtaining the required accreditation. Plurilock will not make certification decisions or represent itself as a certification authority.

The companies said they will maintain information barriers between their respective readiness and certification activities. That separation is intended to preserve the independence of the certification process and comply with applicable impartiality requirements.

The CPCSC is being introduced gradually across Canada’s defence procurement system. The Government of Canada launched Level 1 in April, with certification requirements beginning to appear in selected defence contracts during summer 2026. Level 1 requires suppliers to assess and attest that they meet the program’s initial cybersecurity criteria.

Level 2 has not yet been fully implemented. Plurilock and ADGA are positioning their services ahead of its introduction, when qualifying suppliers are expected to require more extensive assessments by accredited third parties.

The agreement does not provide Plurilock with guaranteed revenue. Financial terms for individual engagements will be determined through future statements of work, and no potential customer engagements or contract values were disclosed.

Plurilock launched its CPCSC readiness program in May, building on its work with cybersecurity requirements for U.S. defence suppliers. The company said its Integra Networks subsidiary has served Canadian federal customers since 1985 and holds Canadian government and NATO contracting vehicles.

Recent financial results show Plurilock shifting toward higher-margin cybersecurity services while reducing lower-margin resale activity. The company reported Q2 revenue of C$11.28 million, down approximately 31% year over year.

Gross margin improved to 17.3% from 11.4%, while the quarterly net loss narrowed to C$468,186 from C$2.23 million. However, operating activities used C$2.11 million in cash during the quarter. Plurilock ended June with approximately C$2.59 million in cash and restricted cash.

Upcoming Catalysts

Key developments include whether ADGA obtains accreditation to operate a Level 2 certification body and when the Canadian government releases further implementation details for Level 2.

Investors can also monitor future statements of work, disclosed contract values and revenue generated through Plurilock’s readiness services. Until those engagements are signed, the collaboration should be viewed as a market-positioning agreement rather than a booked revenue catalyst.

Future financial reports will provide additional information about the growth and margins of Plurilock’s Critical Services division, cash usage and progress toward profitability.
